The NCES also estimates that 7% of Fairfield County's adult population lack basic literacy skills.

The National Center for Education Statistics estimates that a staggering 10,800 adults living in Fairfield County lack basic literacy skills. If we apply this estimate to the City of Lancaster alone, 2,114 adults need our help to obtain literacy skills.
Despite several initiatives, access to adult literacy programs remains a concern.
The United States Congress, through the Committee on Labor and Human Resources, set a goal that every adult in America would be literate by the year 2000. This goal has never been achieved.

The Committee on Labor and Human Resources discovered that despite substantial and adequate literacy programs, many people are still classified at or below the lowest literacy level. Their conclusion was that the people who needed these programs the most were unable to take advantage of them.
